ALBANY, Ga. – On Tuesday, September 2, 2025, at approximately 11:15 a.m. in the 600 block of Wadkins Avenue and 11:38 a.m. in the 500 block of Willard Avenue, Albany Police Department Investigators, with assistance from the SWAT Team, executed two high-risk search and arrest warrants in connection with the shooting that occurred on Thursday, August 28, 2025, in the 900 block of Willowood Drive. The incident involved victims Mochavious Dowell and a 16-year-old juvenile.

At Wadkins Ave, investigators arrested Stevie Richardson (17), charging him with two counts of Aggravated Assault and Possession of a Firearm During the Commission of a Crime. Investigators determined Richardson used his mother’s vehicle during the shooting and coordinated the incident with Sy’terrious Thomas. A search for the vehicle recovered a ski mask matching the victims’ description. Evidence obtained from Richardson’s phone, including incriminating messages and deleted texts, further connected him to the crime. Surveillance and FLOCK camera footage also confirmed the vehicle’s movements before and after the shooting.

At Willard Ave, investigators arrested Sy’terrious Thomas (18) on similar charges. A stolen Palmetto handgun with matching ammunition was recovered inside the residence, resulting in an additional charge of Theft by Receiving Stolen Property. Both Richardson and Thomas were transported to the Dougherty County Jail.

The Albany Police Department would like to thank the community and partner agencies for their assistance during this investigation.
