Albany man arrested in fatal Holly Drive crash

Dougherty County, Ga-A 37-year-old Albany man has been arrested and charged in connection with a fatal single-vehicle crash that claimed the life of a 37-year-old female passenger earlier this week.

On Monday, Feb. 10, 2026, at approximately 10:48 p.m., officers with the Dougherty County Police Department responded to the 900 block of Holly Drive after receiving reports of a vehicle that had struck a tree.

Upon arrival, officers located a 2009 gray Nissan Altima with significant damage. The driver was identified as Jartavious Bernard Frazier, 37, of Albany.

Inside the vehicle, officers found an unresponsive passenger later identified as Emonica Shantel Dawson, 37, of Albany, in the front seat. She was not breathing when first responders arrived.

The Albany Fire Department initiated life-saving measures before transporting Dawson to Phoebe Putney Memorial Hospital, where she was later pronounced deceased.

Investigating officers observed indicators of impairment during their on-scene assessment. Based on the totality of the circumstances and findings of the investigation, Frazier was placed under arrest.

Frazier is charged with:

  • Homicide by Vehicle in the First Degree
  • Driving Under the Influence – Less Safe
  • Failure to Maintain Lane

He was transported to the Dougherty County Jail after receiving medical clearance.

The case is considered cleared by arrest. The investigation remains active pending any additional findings.
