Mugging suspect Monson sought again by APD
Detectives recover missing video evidence, active bench warrants from Dougherty and Lowndes for suspect's arrest

ALBANY, GA – It appears Dougherty District Attorney Greg Edwards will get another chance to prosecute the man accused in the brutal 2017 mugging of an Albany purse snatching victim Carol Harper, who died weeks after the attack.
37 year old Jermaine Quantz Monson is once again being sought by area law enforcement, who have an active warrant for his arrest.
Authorities believe Monson no longer lives in the immediate Albany area, but rather around Valdosta.
Edwards says investigators have recovered the previously lost surveillance video that reportedly shows Monson running across the Save-A-Lot parking lot to attack the 71 year old victim back in August of 2017.
South Georgia Television News has been trying to secure the lost video since October through Save-A-Lot officials and their security company, but to no avail.
Save-A-Lot spokesperson Sarah Griffin confirms to South Georgia Television News that they turned over a copy of the surveillance video to detectives in December of last year, weeks after Monson was set free in the case due to a lack of evidence.
Harper suffered multiple broken bones and injuries in the assault her family says she never would recover from.
Edwards says he would upgrade the criminal charges against Monson, but that he cannot properly tie the injuries she sustained to her death, months after the fact.
But the deceased’s surviving daughter Lisa Harper says she squarely attributes her mother’s death to Monson’s assault. Harper says her mom was shopping to buy baking supplies, for a charity event.
District Attorney Edwards adds that Lowndes County authorities also have an active warrant for Monson’s arrest for alleged violation of probation conditions.
