A surge of tropical moisture associated with Rafael and an inverted surface trough of low pressure. 1″-3″ of rainfall is expected with locally higher amounts possible. Flooding is possible from excessive runoff if the rainfall falls in a short period of time despite ongoing abnormally dry conditions.

Tropical Storm Rafael has been named in Caribbean Sea. Tropical Storm conditions expected in Jamaica later tonight. Hurricane Warning for Cayman Islands. Hurricane Watch for Cuban providences and Isle of Youth. Tropical Storm Watch for other Cuban providences, portions of Florida Keys, Dry Tortugas. Rafael is expected to enter the Gulf of Mexico as a Hurricane, then weaken as it approaches northern Gulf coast as it encounters wind shear, cooler waters, and drier air.
