Any individual who is required to register under this Code section and who fails to comply with the requirements of this Code section, or provides false information, or fails to respond directly to the sheriff of the county where he or she resides or sleeps within 72 hours prior to such individual’s birthday shall be guilty of a felony and shall be punished by imprisonment for not less than one nor more than 30 years; provided, however, that upon the conviction of the second offense under this subsection, the defendant shall be punished by imprisonment for not less than five nor more than 30 years.
