RAW: NY: FBI: ARRABACA ‘CAME ARMED WITH BAD INTENTIONS’

Officials identified the suspect who threw an incendiary device and set a fire Monday morning outside a federal building in New York City as 43-year-old Army veteran Andrew Arrabaca.
